This first Advisory Roundtable discussion will examine how EAs and technology leaders should balance the innovation and scale of global hyperscalers with growing concerns around digital sovereignty, regulatory assurance, supplier concentration, operational resilience, and strategic control. Rather than positioning sovereignty as a binary choice between hyperscalers and European alternatives, the session will center on a practical decision question:

In which contexts, workloads, and risk scenarios should sovereignty meaningfully alter cloud strategy?

The intended output of the discussion is a concise advisory report that helps technology leaders understand when sovereignty should influence cloud sourcing, workload placement, risk governance, and board-level technology decisions.

Discussion questions:
• What does digital sovereignty mean in the context of real cloud decisions?
• Which workloads are most sensitive from a sovereignty perspective?
• What risks should CIOs assess beyond data residency?
• When do global hyperscalers remain the optimal choice?
• When should sovereign, hybrid, or European alternatives be considered?
